What this LGA is for
Outer-northern Melbourne LGA. The southern boundary sits 30km north of the CBD and the shire stretches 90km further north along the Hume corridor (about 55km from the CBD to the shire centre). Five main towns: Wallan (15,000 residents, most populous), Beveridge, Broadford, Kilmore and Seymour. Gross Regional Product $3.29 billion (FY2025). Construction is the largest output sector at 25.8% of total. Unemployment 5.8% (March 2026 quarter). Described as Victoria's fastest-growing municipality, linked to proximity to Melbourne's northern jobs market and Melbourne Airport. Population projected at 49,688 (2021), 100,528 (2031) and 176,261 (2041); dwellings projected to rise from 21,800 to 89,800 by 2051 (+300%). Hotspotting's Autumn 2026 Price Predictor Index lists Mitchell Shire among Australia's ten leading LGAs, and Beveridge among its Top 50 Supercharged Suburbs. The FY2027 council budget is $227 million. Key employment sectors: manufacturing, retail, government administration and Defence (Puckapunyal). V/Line regional rail connects Wallan, Kilmore East, Broadford, Tallarook and Seymour to Southern Cross in about 1 hour.

Beveridge Intermodal Freight Terminal
Under construction. Early works began December 2025 and main construction in the shire began July 2026. Stage 1 (Inland Rail south network access, rail marshalling and terminal) is due mid-2028 and would be Melbourne's only terminal able to service double-stacked Inland Rail trains. Stage 2 adds a co-located industrial warehouse precinct. About 500ha. 8,000 jobs in the precinct, 17,000 supported at peak, and 167,000 truck trips a year shifted to rail. Sits beside the Inland Rail freight corridor.

Approved by the State Government in August 2025. The draft plan includes seven school sites, four town centres, four community centres and four active sports reserves. About 15,000 dwellings are planned for Beveridge. Council also proposes rezoning land in Seymour and Beveridge.

Cross-check, Kilmore (our own HtAG report). Typical price $641,000 (-1.2% over 12 months), rent $486 a week (+3.6%), gross yield 3.94%, 5-year growth 3.42% a year. The location report shows a house median of $633K (-2% 1yr) at a 4.10% yield. HtAG states a typical price and the location report a median sale price, so the two measures will not match. ABS: dwelling approvals were 968 in FY2024-25 and 976 in FY2025-26 (892 houses, 84 other), against the 1,326 peak in FY2022-23; 75.8% of dwellings were owned and 20.7% rented at the 2021 Census.

Unit market is small: 118 sales in the 12 months to July 2026 across the shire. Both unit markets recorded 12% median price growth.
